83,742 domicile certificates granted to non-locals in 2 years: J&K govt.


Around 83,742 domicile certificates were granted to non-state subjects in the past two years in J&K, the government told the Assembly on Wednesday (April 9, 2025).

“Around 3,512,184 domicile certificates have been issued in two years across Jammu and Kashmir. Out of which, 83,742 were granted to individuals from outside the erstwhile State,” the government reply states.

Opposition Peoples Democratic Party (PDP) legislator Waheed Ur Rehman Para has sought information from the government. “Why isn’t this being investigated?” Mr. Parra said.

The new figures are a quantum jump compared to numbers revealed in 2021. According to data shared with the Rajya Sabha in 2021, as many as 185 non-locals bought land in J&K since the Centre abrogated provisions of Article 370 in 2019. Fifty seven non-locals did so in 2021 and 127 in 2022, it said.
